I want to create a tile visualization which takes my search and then gives me the % of non 200 results from the "Response" field. Has anybody done this before?

I presume by "tile visualization" you mean SingleValue. That visualization requires a search which returns a number the SV should display. The viz can add a '%' character to show the value is a percentage, but it's up to the search to do the calculation. IOW, there is no "percent" visualization that will do the work for you.
