Why is the dashboard on autorun runs even though it is set to false?

When I either launch the dashboard or when I'm in the dashboard and edit/save source it also rerun all the panel searches. How can I make the dashboard never autorun until the submit button is hit. Here is my XML that doesn't prevent it from autorun. thank you.

        <earliestTime>-24h</earliestTime>

Is there any other place where you are setting tokens?

No, the only token is for the time input that is in the code snippet provided.
