I'm using Windows 10 64 bit. I tried all 3 browsers, but get the same 400 code error after the successfull install. Any suggestions?

The title and body of the question conflict. Does the error occur when downloading Splunk or when you try to connect to Splunk after installing it? If the latter, are you connecting to port 8000?

If you are having issue in downloading Splunk, Use the below link.

https://www.splunk.com/en_us/download/splunk-enterprise.html

You need to sign in.

And after installation if you are not able to open Splunk. Then try accessing with

http://Your-IP-V4:8000
Or
http://localhost:8000
