Hi ,
The below line is pasted from developer license page.

"You want to build applications that work on top of Splunk platform, then you need a license to Splunk Enterprise software, which is our flagship core product. Splunk Enterprise is a snap to install and easy to configure. Download it here."

If I'm creating a splunk app/addon does i need to get splunk enterprise license ? Or just developer license is sufficient for creating apps/add on?

The developer license is enough to develop apps. See http://dev.splunk.com/page/developer_license_sign_up at the top: "With the Splunk developer license, you can use our SDKs and other developer tools to build big data applications that plug into Splunk's map/reduce data-processing pipeline, storage technology, and management facilities. And, you can extend and enhance Splunk Web through our app framework."

Re: Developer License

Just a quick addendum to the above:

With the update to our Splunk Developer website, the 10GB Developer license request form is now available here: https://dev.splunk.com/enterprise/dev_license

That said, the Splunk Enterprise download does come with our 500MB free tier license installed. While you could build an app on a Splunk deployment using this license, it's important to note that this license does have some additional restrictions. I would recommend getting a 10GB Developer license to ease your development process.
