If the network is functioning correctly, it should be abstracted from Splunk, and Splunk will use TCP/UDP/HTTP etc to perform network operations as needed. Any merits/flaws would be purely from the design goals of the network.

Has anyone implemented Splunk over OTV? Is there any flaws or merits to this approach?

The forwarders will be on a mix of OTV and non-OTV networks.
