i'm not able find few apps in splunk enterprise 10.1 version but i found few apps in splunk base

SSL certificate checker its compability with 9.4,9.3,9.1,9.0,8.2,8.1,8.0, SA Investigator for Enterprise Security is also compability with 9.4,9.3,9.1,9.0, Splunk add on for stream fowarders is compability with 9.4,9.3,9.1,9.0

please suggest me soultion or alternative for three apps

Splunk Add-on for Stream Forwarders does list 10.0 (10.0.x) as compatible so that should be okay.

SSL Certificate Checker doesnt list compatibility although I am using this without an issue on 10.0 so I would suggest trying in a dev 10.0 environment if possible.

SA-Investigator for Enterprise Security as far as I know is mainly views/dashboards so wouldnt expect an issue here with 10.0 even though it doesnt explicitly state it supports 10.0

Often developers forget (well, I do!) to update their compatibility status when new versions of Splunk are released, or havent had the opportunity to test against these versions, however there may be no issues with the compatibility itself. I would suggest trying out the apps in a non-production environment if possible and check if they work as expected.
