Create user with Admin Permissions

Hi,

Can anyone help me with the steps to create a user with the Administer User's permission as I want to access REST API and I read that for accessing RBAC APIs we need to have either account owner or Administer Users privilege?

Also if I can be provided with the difference between Account Owner and User with Administer Users privileges, that would be of great help. Thanks.
